Ruler

A ruler is someone that has power, a leader. For example the leader of a country.


Explicit explanation

More than one person can be the ruler.

Examples for the UK:

The Queen is a ruler. The House of Lords is a ruler. The House of Commons is a ruler.

The word "ruler" is not always meant in a nice way. Most people using this word mean a "bad or mean" ruler.
